The main purpose of the new investment law is to develop key activity sectors with high potential added value, ensuring sustainable and balanced growth, enhancing the value of natural resources and local raw materials, improving national competitiveness and increasing exports.

Algerian agri-food presentation:
The agribusiness industry has brought attention to this sector worldwide for several reasons, including the rapid development and evolution of modern technology in all aspects of life, population growth and the emergence of food problems. Since its inception, the industry has been one of the drivers of the country's economy and has played a crucial role in achieving global economic growth targets and ensuring food security in several countries. The sector occupies an important position in the national economy as it employs 1.6 million people, accounting for 16 per cent of the labour force, 47.68 per cent of total output and 38.4 per cent of value added. It also provided 28 per cent of Algeria's industrial turnover in 2018, excluding fossil fuels. This has made the food industry the second largest industry in Algeria after the energy sector, which is also the engine of the country's economic growth and plays an important role in international trade. Although agricultural imports had declined as a result of policies that encouraged domestic consumption and restricted imports of specific commodities, Algeria remained the largest food importer in Africa, with imports meeting 75 per cent of its needs. The industry has not been able to reduce its dependence on outside food suppliers and meet consumer demand, in addition to the lack of competitiveness of our products in terms of price, quality and means, food exports continue to be hampered by the availability of high-end products and foreign competition, which affects local and global markets, productive capacity and innovation, and Algeria has developed a number of initiatives to strengthen the industrial sector, especially the agri-food industry to ensure food security. It had developed a programme aimed at promoting domestic production and improving the competitiveness of the agri-food sector.
The packaging industry in Algeria:
The global packaging industry has an average revenue of more than 500 billion euros, of which 60% is in the food industry. However, differences between countries remain significant, as 75 per cent of packaging products are consumed by only 20 per cent of the world's population, and over time, the role of packaging has changed from the original product protector and communicator to the role of passive seller. Therefore, it is important to understand how consumers view this variable, as it has become a key tool that companies rely on to achieve their goals, all the packaging changes we see in the Algerian food market reflect the growing awareness of Algerian businesses of the importance of packaging in the purchasing process. Due to the competitiveness of the food industry, enterprises attach great importance to the aesthetic appeal of commodity packaging. This competition is further exacerbated by the invasion of all types of foreign food that interfere with the excellent packaging function. Algeria's imports meet 75 per cent of its needs and it is now the largest importer of commodities in Africa, making it a structural importer. The paper and packaging industries account for almost a quarter of Algeria's current 300,000 small and medium-sized enterprises.
